19, the UK-based NGO, has done extensive work on the
issue of freedom of information. Directed by Toby Mendel,
head of the Law Program, it has published a number of papers,
including the most extensive study of different freedom of
information regimes around the world, with a section on UNDP
and the World Bank. These reports include:
UNDP
Policies and Procedures: Public Information Disclosure Policy.
Published in 1997.
United
Nations Multimedia: includes photos, radio, TV-video
and a news center. It is a great resource on all topics about
the UN.
UN
General Assembly Resolution 59(1): on freedom of information,
adopted during its first session in 1946. One of the basic
texts on freedom of information.
UN
Department of Public Information: has an Information
Center Service with resources on information within the UN.
Its Vienna
Division is well organized and provides additional
information on press/media accreditation and NGO accreditation.
Rio
Declaration: Principle 10 deals with access to information.

Declaration:

Article 19: about freedom of opinion and expression,
including the right to seek, receive and impart information
and ideas through any media and regardless of frontiers
ICPPR
Article 19: also about freedom of opinion and expression,
including the right to seek, receive and impart information
and ideas through any media and regardless of frontiers. Unlike
the UDHR, also mentions certain restrictions.
Convention
on Access to Information, Public Participation and Access
to Justice in Environmental Matters (Aarhus Convention):
adopted in 1998, it is one of the better examples of new international
standards in the field of access to information with a specific
focus on environmental matters.
